EIP Solution for SINOPEC Gas Station IC Card System



System Introduction
A nationwide project that runs across multiple platforms, the SINOPEC gas station IC card system covers extensive areas and exhibits high complexity. SINOPEC Corporation adopts advanced electronic information technology and uses IC cards as carriers to improve finished oil retail management system. This project has enabled the gas stations anywhere in China under the name of SINOPEC to fuel automobiles with universal IC cards.


IC card payment has replaced traditional payment modes such as cash payment, oil ticket payment, etc. The gas management control system installed at the gas station achieves electronic payment for finished oil retailing and automatic acquisition of transaction data, improves technology-based gas station management and service level, thus further improving work efficiency, lowering costs, and enhancing resistance against market risks. The IC card based fueling project of SINOPEC will cover over 25, 000 gas stations across China.


The IC card system of SINOPEC involves four levels, i.e., the head office (including the Management Center of SINOPEC and the Data Exchange Center of SINOPEC), business terminals of provincial and prefectural levels and various other business terminals (including management terminals, gas stations and card-issuing sites of county level).


System Topology



The Center of SINOPEC: Clearing of nonlocal transactions, arbitration of disputes and management of the retail business of fueling IC card trading system.


Provincial Management Center: Management of the retail business of gas stations owned by petroleum companies of provincial level.


Provincial Data Center: Creation of user accounts, clearing and settlement of fueling IC card transactions. It is the core of business management and data processing.


Prefectural Management Center: Management of the retail business of gas stations owned by petroleum companies of prefectural/municipal level.


Prefectural Front End System: Data transfer between card-issuing sites, gas stations and provincial data centers.


County-level Management Terminal: Management of the retail business of gas stations owned by petroleum companies of county level.


Gas Station: Places where finished oil retail transactions of SINOPEC occur, providing face-to-face fueling service to customers.


Card-issuing Site: Providing customers with services including account opening, card issuing, recharging, amount loading, reporting the loss of the card and inquiry, etc.


Block Diagram
Each of the 25,000 gas stations in the whole IC card project will be equipped with one industrial PC (IPC) serving as a business terminal for management and control. The IPC gives the statistics of the quantity and amount concerning daily fueling, performs bill printing and fueling machine monitoring, sends daily sales data to the provincial data center, and downloads the account management information of nationwide IC card holders and the latest oil prices, etc.

The reliability of IPC shall be a major concern in the gas station application. The key points for the enhancement of IPC reliability are as follows:

1) Motherboard: Motherboard is the core of the IPC. Speed, reliability, high performance/cost ratio and perfect industrial design shall be the major concerns.


2) Raid Card: The IPC of a gas station involves the storage of a large amount of data in its daily use. These data cover oil prices, refuel quantity and customer information, etc. If the data is damaged, severe consequences will occur. However, the hard disk is vulnerable to damages caused by vibration, shock, etc. To ensure the security of system data, IPC system is equipped with one Promise SMA RAID card. The Raid card combines two hard disks of same specifications into Raid 1. In this way, when one hard disk is damaged, the IPC can still work normally.


3) Industrial Power Supply: Unstable power supply is one of the major reasons causing damages to computers. In the suburb or countryside, the power grid is often subject to overvoltage, undervoltage or surge voltage, etc., resulting in computer boot failure or power supply breakdown. The IPC power supply with wide voltage range works normally even within the range from 185V to 265V.


4) Electromagnetic Compatibility (EMC): EMC is also a key factor. EMC tests include CE, FCC, etc. The IPC meets FCC Class A standard. EVOC’s IPC has passed the electrical fast transient/burst immunity test, which means the IPC can work normally at ±2000V, 5KHZ (the national standard is ±1000V).


5) System Expandability: The IPC has four PCI slots and seven ISA slots, fully satisfying the requirement for future system expansion. To ensure reliability, the IPC must undergo a 24-hour burn-in test before leaving the factory, so that each IPC can withstand harsh environments.


System Evaluation
The fueling IC card project of SINOPEC has been implemented in Beijing, Shanghai, Fujian, Jiangsu, Shandong, Guangdong, etc. Most of the PCs for management and control in these areas are industrial PCs, which have proved to be stable and reliable in their one-year operation, and have been favorably received by SINOPEC
