After a disaster, Internet communication and mobile communication systems in the stricken areas will usually be greatly damaged. In worst cases, some areas may be completely cut off from outside world, both in terms of communication and traffic, which directly hinders rescue work. The command headquarters, which is generally responsible for the rescue and relief work, must grasp all kinds of information from disaster-stricken areas, so that they can work out correct and reasonable rescue and relief plans. Conversely, their instructions need to reach down to various departments in shortest possible time. On the one hand, a sophisticated communication system is needed to ensure smooth communication, on the other, a powerful communication and command unit is needed to integrate the communication system and use the communication capability to the fullest extent. Currently, the whole country is planning to expand the civil air defense engineering construction. To meet the needs of emergency response both in peace and war, a mobile communication system should include the following systems: single side band shortwave communication system, ultra-shortwave communication system, wired communication system; network system, satellite communication system and alarm signaling system.
 
Single side band shortwave communication system: fiber, mobile communication and some other communication methods rely on wired connection or wireless signal coverage realized by base stations. Once the fiber is broken down or the base station suffers power cut and the devices malfunction, communication and command would be out of order. On the other hand, satellite communication devices have a low popularity rate for their exorbitant costs. The only reliable and cost-effective communication method is single side band shortwave radio station, which is easy, fast and convenient to set up, use and close. And it can easily solve the problem of power source. Single side band shortwave communication system is mainly used for communication among provinces, states and counties.
 
Ultra-shortwave communication system: It is mainly used for command communication of cities, districts (counties), professional team of civil air defense and some key organizations.
 
Wired communication system: It can connect wireless communication signals to wired communication network, thus realizing communication from wireless to wired network. 
 
Wireless network system: It is mainly used for transmission of AV signals and data signals. It can transmit onsite audio and video signals to command centers via network on a real time basis. Providing information for leaders to make decisions, wireless network system plays an important role in mobile communication system. 
 
Satellite communication system: It can be used for remote communication, communication between army and local governments, cooperative communication and emergency communication.
 
Alarm signaling system: It is mainly used for mobile control and alarm signaling.
